New functional oil products with a balanced fatty acid composition

The study considered the issue of creating a mixture of oils with a balanced composition of fatty acids, namely with the required ratio of ω-6- and ω-3-acids. To obtain a mixture of oils with a balanced composition of fatty acids, various vegetable oils were analyzed to study the possibility of their use to provide the human body with polyunsaturated fatty acids using a mixture with a balanced composition of fatty acids. As components of a mixture of vegetable oils with a balanced composition of fatty acids, it is recommended to use sunflower, linseed and safflower oils, which are successfully produced in Kazakhstan. Studies of the fatty acid composition of mixtures have shown that the use of vegetable oils (sunflower, safflower, linseed) in quantities of 70:05:25 and 75:05:20 allows you to obtain a product with an acid ratio of ω-6:ω-3 ≤ 5:1, which is more desirable to reduce the risk of many chronic diseases. The possible use of the analyzed mixture as a lubricant is considered.

Application of functional spreads with the addition of plant extracts in industrial mechanisms

The work is devoted to the development of spreads taking into account modern ideas about rational nutrition, the analysis of theoretical prerequisites for the creation of functional foods. One of the directions of development of new types of spreads is the introduction of plant extracts into their composition. Biomedical requirements for functional spreads have been developed. The choice of functional ingredients for the introduction into the composition of spreads is experimentally justified. The replacement of milk fat with a composition of vegetable oils is justified and the composition of a vegetable fat base is developed. The choice of herbal additives to create spreads that meet medical and biological requirements is justified. The possibility of using spreads as antioxidants in industrial oils has been studied.

Development of the principles of small business formation in the industrial sector in the context of deglobalization

Entrepreneurship is an organic structural element of the market economy, leading, one of the most important factors of the economic development of society, based on market methods of management. Despite the large number of domestic and foreign scientific and applied works on the topic of entrepreneurship, it should be noted that there are no generally accepted interpretations and unified views on this issue. The processes of real entrepreneurial activity of the population are significantly influenced, on the one hand, by the institutional environment, mechanisms of state regulatory policy in the economic sphere, and, on the other, by the state of economic culture, education, and mass consciousness reflected in public opinion of the population. The special depth of the crisis processes in our economy is due to this situation, including in the field of entrepreneurship. A comparative characteristic of the existing advantages and disadvantages of business with other forms of entrepreneurship is carried out. It is emphasized that for the development and prosperity of enterprises, a well-developed program of business support from the state is necessary. Important points are noted regarding the fact that the heads of small enterprises do not pay attention to the training of their staff. Various advanced training courses and trainings are becoming more popular, self-training has become less popular. A wide range of questions on the study of the state and prospects of business development is proposed. But, despite the wide range of problems covered by the authors, it is important to specify the main business problems and indicate weighty ways to overcome them. Accordingly, the following main tasks are set: to identify the main obstacles to the development of entrepreneurship; to consider the main conditions for solving the negative aspects of the activities of small enterprises; to reveal the importance of education as an important factor in eliminating existing problems of entrepreneurship.

Sociological forms of application of methods of economic analysis in the enterprise

Today, Russian industrial enterprises operate in conditions of high uncertainty and dynamism of the external environment, fierce competition and crisis phenomena in both the economic and environmental spheres. The development of the Russian economy, integration into the world community and markets, high competition in the world market, as well as the current environmental situation encourage enterprises to search for new ways and directions of development. The new value system of society requires a change in the company's development targets. Its socio-ecological aspects become a priority, which, in turn, requires a reorientation of views on the issues of choosing development criteria and evaluating effective economic growth. Such a change in priorities necessitates a more detailed study of the development of the enterprise as a socio-ecological system. High competition in the global market encourages manufacturers to search for new approaches to attract and retain consumers, maximize profits and strengthen their competitive positions. This process takes place in such areas as the production of products in compliance with all the requirements of public, environmental, trade and other organizations, the production of premium-class products, adaptation to new legislation and the like. Under such conditions, the environmental component of the company's activities is becoming increasingly important and is an indicator of the manufacturability of production, the development of the enterprise's innovation base and socio-environmental responsibility. And that is why Ukrainian enterprises should look for new directions of development, in particular, as a socio-ecological system.

Increasing of the importance of morbidity prevention for the quality of work at industrial enterprises

Modern economic conditions are too dynamic. And the number of factors that affect economic security is growing every day. Even a superficial analysis of the state of the Russian economy indicates extremely negative trends in the development of business structures. Namely: a decrease in the number of enterprises, a reduction in production volumes, an increase in the share of unprofitable enterprises, an increase in the level of depreciation of fixed assets. The production and economic potential of a business entity is the maximum possible ability of material production to produce products and provide services based on the use of all types of resources, optimal rates of renewal of the production apparatus. It is the production and economic potential that characterizes the achieved technological level of production and the degree to which the management mechanism of this sphere corresponds to it. The study of the features and disclosure of the internal links of the production and economic potential provides for the analysis of its structural components in the element, branch and territorial aspects. The production and economic potential is very sensitive to the peculiarities of socio-economic and political processes that are taking place in the country. The change in the development strategy significantly affects the use of all its elements and the level of return. Recent years of economic management have led to significant changes in the development of the country's production and economic potential.

Analysis of digitalization of public administration: innovations and prospects

The article is devoted to the study of innovations and prospects for the digitalization of public administration. The authors substantiate the thesis that in the context of reorientation to a new model of public administration - the model of «digital government», there is a need to change the vector of "managerial" thinking, first of all, through the updating of the management approach by results. At the same time, it is specified that in the context of the unprecedentedly active development and implementation of various kinds of automated information systems and platform solutions for the purpose of optimizing public administration (process management), there is a need to shift the focus from management based on results to data-based management. This will ensure a qualitative transition of the Russian model of public administration to a digital-oriented one and further to a model focused on GovTech. It is specified that the focus of attention should be on the processing and quality of data, as well as tasks that can be solved on their basis. According to the authors, this is of particular importance and value, that is, despite the desire of the authorities for a comprehensive and deep understanding of the data, as development resources and their strategic analysis, successful cases – one.

Analysis of digitalization of public administration: from origins to modernity

The article is devoted to the study of the processes of digitalization of public administration from the origins of this phenomenon in the Russian Federation to the present. The authors consider the key stages of the transformation of the Russian state as a «platform» into a «digital state». A retrospective is being considered and trends in organizational and legal support for design and programming in the field of digitalization of public administration are being clarified. Special attention is paid to improving the provision of public services through the translation of the main processes into online, in this context the evolution of the Service State projects (versions 1.0 and 2.0) is considered. The thesis is argued that despite the still difficult socio-economic situation in the Russian Federation, the implementation of these national and federal projects continues. In particular, it points to the launch of a GovTech initiative to develop a platform for creating a «smart state», which involves the use of resources aimed at improving coordination and communication mechanisms between the state, business and citizens.

About the problems of administration and the prospects of collecting a resort fee on the territory of the Russian Federation

The collection of tourist taxes in countries with highly developed tourist infrastructure has long been a common practice. In the context of the tense geopolitical situation and sanctions pressure on the Russian Federation, the prospect of redistribution of financial flows towards the tourism business within the country seems favorable. In the Russian Federation in 2018–2022, there is an experiment on collecting a resort fee on the territory of three subjects. The purpose, the procedure for collection and administration are indicated by the regulatory Federal Law, however, there are still a lot of questions for the participants in legal relations on the collection of this type of payment. This article is intended to analyze the problems of administration of the resort fee on the territory of the Russian Federation and to consider the prospects for its implementation on an ongoing basis. The article analyzes the procedure for collecting a resort fee (tourist tax) in foreign countries, formulated the goals that, according to the author, should be key in determining the rules for establishing and collecting the fee.

Unified information system for personnel management of the State Civil Service of the Russian Federation» in the context of the global trend of digitalization of personnel processes

The article is devoted to such an innovative direction of scientific study as digitalization of personnel processes in government agencies. An analysis of the scientific literature shows a shortage of research in this area. From the positions of the leading trends in the digitalization of personnel processes, the possibilities of a Unified information system for personnel management of the state civil service of the Russian Federation are considered. The method of sociological research determines the relevance of the system and the problems faced by its users. Conclusions are drawn that, in comparison with global trends in Russian practice, such system capabilities that increase the productivity of not only routine, but also intellectual operations are not in demand enough.

«Unified information system for personnel management of the State Civil Service of the Russian Federation» as a client-centric service

The article is devoted to the client-centric approach in the design of public digital services. The analysis of scientific literature shows a high degree of attention of researchers to the issues of accessibility and quality of services that are provided through services, but reveals a shortage of work with an emphasis on designing the services themselves from the standpoint of client-centricity. In this context, the novelty of the research presented in the article is also due to the fact that the authors consider the client-centricity of state digital services in relation to the «internal client» – a civil servant. The empirical study was carried out by the method of online surveys conducted in 2021–2022. The Higher School of Public Administration of the RANEPA among users of the Unified Information System for Personnel Management of the State Civil Service of the Russian Federation. The purpose of the study was to identify the user assessment and expectations regarding the EISUCS: the section «Questions and Answers» and a single specialized information resource designed for the professional development of civil servants of the Russian Federation. Conclusions are drawn that the service is still insufficiently adjusted to user requests and needs to be improved both from a substantive and functional point of view. Appropriate recommendations are formulated, including regarding communications with users to level technical problems for the service's customers.
