Spatial resources of industry at a new stage of development of the Russian economy

It is shown that the global financial and economic crisis is a form of manifestation of deep structural and systemic crises caused by a phase transition to a new technological and world economic order, which, in turn, is characterized as a manifestation of a civilizational crisis of the exhaustion of the industrial phase of development. The article notes that in order to successfully complete the phase transition, it is necessary to overcome the cognitive and technological barriers separating neighboring phases of development. Russia's capabilities in overcoming these crises are shown. It is concluded that the spatial resources of industry, which must be used to overcome the phase crisis, have a multi-level nature, which must be taken into account when developing a strategy for the socio-economic development of the country at a new stage of development of the Russian economy.

Assessing the potential vulnerability of regional industrial complexes to sanctions export restrictions

Based on the application of methods for collecting, summarizing and statistically processing data, the key parameters of the export dependence of the regions of the Volga Federal District are determined. The most important component of the study is the implemented analysis of the integration of economic sectors of the Volga Federal District into transnational supply chains based on an assessment of indicators of their dependence on export supplies and orientation to external markets. One of the key results of the study is the implemented grouping of industrial types of economic activity in the Volga Federal District according to the level of their vulnerability to restrictions on export supplies in conditions of external pressure on the national economy of the Russian Federation.
Keywords: export dependence; risks; regions; economic sectors; sanctions restrictions; commodity nomenclature of foreign economic activity; sustainability of economic growth.

Assessing the prospects for using government support measures for Russian industrial enterprises based on scenario analysis

In conditions of a high level of uncertainty about the nature of the consequences of the increased impact of modern geopolitical and socio-economic factors, the prospects for the development of Russian industry are represented by a wide variety of possible scenarios, which determines the relevance of scenario analysis as a method for studying the problems of development of domestic industry. Strengthening government support measures is seen as a key condition for industrial enterprises to overcome known challenges. Scenario analysis allows you to explore the relevant prospects in close relationship with the associated risks. The article reveals the conceptual features of using the scenario analysis method. The results of an analysis of risks associated with the likelihood of lack of demand (ineffectiveness) of measures to support industrial enterprises implemented in the Russian Federation are presented, and it is established that the greatest risks (reduction of investments in certain industrial sectors, reduction in industrial production volumes and a progressive increase in purchase prices) may appear in relation to the implementation special investment contracts (hereinafter referred to as SPIC), in connection with which the mutual influence of the risk management strategy and possible scenarios is illustrated using the example of SPIC. The developing conditions for minimizing risks and current directions for developing the potential of SPIC are outlined.
Keywords: scenario analysis; industrial enterprises; government support measures; risks; special investment contract

Identification and analysis of factors influencing the activation of sectoral economic growth potential in the context of external sanctions

The article is devoted to the analysis of factors influencing the activation of the sectoral potential of economic growth in the context of external sanctions. Also, within the framework of the existing conditions of the sanctions policy, measures of the timely response of the Russian state to emerging challenges for the domestic economy are considered, which allows us to conclude that it is necessary to adjust existing ones and develop fundamentally new mechanisms for implementing industrial policy. Based on this analysis, the measures proposed by the authors, which have a positive assessment from the business side, can be legitimately interpreted as purposefully formed factors of activating the sectoral potential of economic growth in the context of sanctions.

Development of industry of the Union State of Russia and Belarus based on advanced digital technologies

The work explores the concept of smart enterprises using advances in the use of advanced digital technologies. In the course of analyzing the activities of industrial enterprises in Russia and Belarus, the advantages of artificial intelligence as a strong transformative driver in various aspects of production activity and the tasks associated with the implementation of these advantages were established. The features of the transition from ergatic (human-machine) systems to software-controlled systems at smart industrial enterprises are determined. Key differences between traditional (non-software-controlled) enterprises and software-controlled objects are identified. An integrated approach to the practical implementation of modernization of management of sustainable development of a smart industrial enterprise is substantiated, providing for a combination of institutional, social, economic, environmental and financial sustainability.
Keywords: smart enterprise; industry; digital technologies; artificial intelligence; software-controlled objects; integrated approach; Union State of Belarus and Russia.

Evaluation and optimization of internal management control: key methods and tools for enhancing efficiency

Internal audit is an integral part of internal control subsystems and is considered one of the most important components. This subsystem must operate independently, as required by its unique nature. The objectives of internal audit include a range of responsibilities, including evaluating the quality of internal management control is an important procedure for any organization striving to maintain high standards of management and oversight. This evaluation involves a systematic analysis of the effectiveness and efficiency of internal control mechanisms that organizations use to mitigate risks and protect their assets. It is crucial that this evaluation is conducted with scientific rigor and knowledge, as it is a fundamental element in ensuring the smooth and transparent operation of the organization. To ensure effective and efficient internal management control, it is necessary to evaluate the various available methods and tools. By conducting a thorough assessment of these methods, it becomes possible to identify potential areas for improvement and optimize the necessary processes. This evaluation can also help identify any weaknesses or vulnerabilities in the existing system, allowing for their prompt resolution. Thus, this is a critical step in maintaining a strong and reliable internal control system.

Harmonization of the basic density of coniferous stem wood based on neural network modeling of databases in the conditions of forging and stamping production

This article examines the issue of harmonization of the basic density of stem wood in coniferous tree species using databases functioning as neural networks in the context of stamping production. The purpose of the study was to develop an effective method for optimizing the characteristics of wood to improve the quality and efficiency of production processes. The developed neural network has shown high accuracy in predicting the basic density of wood. The average absolute error (MAE) was 18,5 kg/m3, which corresponds to a relative error of 4,2 %. The coefficient of determination between the predicted and actual density values reached 0,92. The analysis of the significance of the input parameters showed that the age of the tree and the diameter of the trunk have the greatest influence on the density of wood. The proposed method of harmonization of the basic density makes it possible to optimize the selection of raw materials for stamping production and reduce material costs by up to 12 % while maintaining the required characteristics of the finished product.
Keywords: genera Pinus L.; Larix Mill.; Picea L.; Abies Mill.; subgenus Haploxylon; stem basic density; regional features; regression models.

On the effectiveness of tax support measures for small businesses

The results of this work are the assessment of the budgetary and stimulating effect of the application of tax support measures for SMEs, as well as the development of individual proposals in the field of small business taxation, taking into account the risks of business fragmentation and the potential effect both for the budget of the Russian Federation and for taxpayers. The greatest stimulating and budgetary effect is provided by measures of state support of small business aimed at reducing the tax burden. The loss of the right to a special tax regime leads to a significant increase in the tax burden of the taxpayer, and as a consequence – to the risks of business fragmentation. Increasing the income limits for the application of the simplified taxation system in the short term will lead to losses of state revenues, but in the long term can offset the negative consequences for the budget.
Keywords: taxation of small business; special tax regimes; tax support for SMEs; tax burden of small business; tax incentive measures.
