Using cloud technologies and edge computing in APCS
The article discusses current issues of using cloud technologies and edge computing in automated process control systems (APCS). Cloud computing and edge computing provide an opportunity to optimize the operation of APCS, increase the reliability, scalability and flexibility of the system. The existing architectures and methods for integrating cloud services and edge devices into APCS are analyzed. Particular attention is paid to issues of ensuring security, minimizing delays and optimizing the network load. To evaluate the effectiveness of the proposed solutions, experimental studies were conducted on the basis of real industrial facilities. The experimental results show that the implementation of cloud technologies and edge computing can reduce the load on the central APCS server by 35–50 %, reduce data transmission delays to 10–15 ms and increase the overall availability of the system to 99,95 %. The proposed methods of load balancing and dynamic scaling provide adaptation to changing conditions and process requirements. The developed security algorithms based on blockchain technologies and encryption methods guarantee the protection of sensitive industrial data and counteract cyber threats. The results presented in the article have high practical significance and can be used in the design and modernization of modern APCS. The proposed approaches and architectural solutions contribute to increasing the efficiency, reliability and security of industrial control systems in the context of digital transformation of production.

Risks of sustainable development of manufacturing sectors of the Russian economy in the context of sanctions restrictions on imports
Despite the results achieved in the country in the field of import substitution, the situation with import dependence is very tense and requires a detailed analysis of empirical data in order to determine and justify the most adapted mechanisms for implementing the policy of technological sovereignty and ensuring independence from the supply of goods from unfriendly countries. The solution to this problem is the subject of this article, the purpose of which is to analyze the direct and indirect dependence of the manufacturing sectors of the Russian economy on imports of intermediate and final consumption. The methodological basis of the study is the construction of an inter-industry balance based on the construction and subsequent analysis of input-output tables.
Keywords: import dependence; manufacturing industry; national economy; sanctions pressure; sustainability of economic development; inter-industry balance; final and intermediate consumption products.

Key factors constraining industrial production growth
In the article, the author presented the results of an analytical study of industrial enterprise managers on issues related to assessing the business climate in the country. Achieving technological superiority is impossible without transforming industries, and it is necessary to clearly understand and realize the possible risks that will constrain the parameters of technological development. By examining the opinion of managers of large and medium-sized industrial enterprises, the author forms possible parameters that constrain production growth. The author identifies limiting factors that negatively affect the development of industrial production. The article notes that today the dependence of all production processes on digital technologies has increased significantly, but at the same time there is a significant lag in the field of training personnel with secondary specialized education. Increased demands are placed on employees in the field of exact sciences. The introduction of modern digital technologies significantly transforms the competency-based approach to personnel training. Technological development can only be achieved through complex interaction between the state, science, education and commercial structures.

Development of the Russian gas industry: prospects and challenges of the industry and government support to compensate it
The article analyzes the prospects and opportunities for the development of the Russian gas industry and identifies key risks. In a period of growing geopolitical uncertainty and increasing challenges associated with the upcoming prospects for the depletion of non-renewable energy sources, the problems of effectively identifying and managing risks are becoming more relevant than ever. It is precisely to combat these risks that government support and a skillful regulatory policy in this industry are needed. Moreover, the risks are differentiated and take on new forms. The work demonstrates a new format of such a risk: negative information risk based on scientific research by Western scientists. It also debunks two myths created by it, which foreign competitors are now trying to use against the domestic industry.

Ensuring the readiness of volunteer firefighters to participate in extinguishing and preventing fires at protected facilities
The article considers the issues of ensuring the readiness of volunteers (volunteer firefighters) to participate in extinguishing fires, the impact on the state of fire safety at protected facilities. The training of volunteer firefighters is the most important aspect of the activities of the volunteer fire department. The quality and effectiveness of their actions depend on the level of training of volunteers. At the moment, uniform approaches to the training of volunteer firefighters have not been fully regulated. At the same time, the requirements for the level of qualification of volunteer firefighters as officials are contained in the professional standard approved by order of the Ministry of Labor of Russia dated 09/07/2020 No. 575n. As part of the study of the requirements for the training of volunteer firefighters, a professional training program has been developed, which is aimed at ensuring the possibility of implementing labor functions in accordance with the professional standard for the position of "Volunteer Firefighter". The implementation of the requirements for the position of "Volunteer Firefighter" is ensured by including in the training program disciplines with the appropriate topic and content, allowing for the formation of labor actions, necessary skills and necessary knowledge. The developed program can be used as a standard program. At the same time, the activities of a volunteer can be considered not only from the point of view of implementing activities in a certain position, but also as social activities. In this case, the requirements of the professional standard for the training of such a volunteer are not mandatory. The problem of motivating to push to implement volunteer activities may face the need for long-term training, taking into account the need to comply with the training program with the requirements of the professional standard. The activities of volunteer firefighters can be implemented without appointment to the relevant positions. In this case, the requirements of the professional standard may not apply.

Industrial management reform after the end of the Great Patriotic War
The article analyzes approaches to reform of the public administration system after the end of the Great Patriotic War. The author substantiates the thesis that at this time new tools were required that were to be used by the state in order to ensure effective management of industry, but, at the same time, there was a much more urgent need for organizational reform, which would allow calculating all the benefits of the sectoral principle to be realized management with the advantages of centralizing such management functions as planning, control and coordination of material and technical supplies and ensuring the introduction of new technologies and innovative approaches, in the context of a large number of ministries whose work was organized on a sectoral basis. However, in practice, the management situation did not look stable since the reform to consolidate ministries was almost immediately replaced by a reform to return the situation to its original position, and the implementation of the principle of expanding the functions of ministries was expectedly accompanied by a strengthening of the bureaucracy.
