Support for the production of high-tech products as a way to implement the «smart territories» model
Despite the completion of the Smart City project of the Russian Ministry of Construction in 2024, it cannot be noted that the results achieved are complete, as evidenced by the continuing problems. One of these problems is the insufficient production and technological support for the development of «smart cities» and «smart territories», towards which the vector of development is increasingly shifting in the context of scaling digitalization to entire agglomerations and separate rural areas. The authors proved that the need for state support for the production of high-tech products for «smart territories» is due to the inability of the market mechanism to offset existing risk factors. Special attention is paid to assessing the interest shown by government authorities, business, and the scientific and educational community in technologies for «smart cities» and «smart territories» in the digital environment; organizational conditions necessary for the implementation of the innovation cycle of high-tech products based on the internal resource potential of the state, as well as existing measures to support the production of high-tech products. The risk factors for the implementation of the full innovation cycle of «smart technologies» are outlined. It is concluded that it is necessary to support industry and small technology companies, use the potential of defense industry organizations, as well as develop territorial marketing tools in order to advantageously position smart territories.

Development of the shipbuilding industry of the modern economy: Russian and international experience
The current conditions of the turbulent development of the economies of many countries of the world are associated with the emerging profound shifts in science, technology and socio-economic transformations. Studying the experience of industries operating in difficult economic and technological conditions is an urgent research task, since Russian companies will have to find new ways of development in the face of harsh sanctions. Evaluating the above presentation, we would like to point out the connection clearly recorded in it between the results of modern transformations in the shipbuilding industry and the new reality. It is characteristic that many global projects and international agreements outlined earlier have been curtailed or suspended under these conditions. In their place came national projects, special behaviors of many countries in the world dictated by national interests (in this regard, the example of Russia is very characteristic), as well as reliance on their own, often hidden resources for the development of the national economy. This circumstance further actualizes the stated problem, bringing to the forefront of its development the development in conditions of severe external constraints. The authors of the article, developing the above provisions, formulated the conclusion that the conditions of external constraints contribute to the formulation of new approaches to the study of the stated problem and specific tasks for the development of enterprises in the shipbuilding industry.

Current directions of state support for the development of production and technological potential of the regional innovation ecosystem
As a result of the analysis of the content of the national development goals of the Russian Federation for the period up to 2030 and for the future up to 2036, the strengthening of the vector of sustainable development in the modern Russian system of public administration has been revealed, which largely determined the relevance of the study of promising areas of state support for regional innovation ecosystems, characterized (unlike regional innovation systems) by the ability to self-sustainably development. The authors substantiate that in order to achieve these national goals, it is necessary to stimulate the development of production and technological potential as one of the key subsystems of the regional innovation ecosystem. Based on Rosstat data, using the example of the regions of the Volga Federal District, the authors assessed key indicators characterizing the production and technological potential of the regional innovation ecosystem and, in particular, mathematically proved a stronger dependence of the number of advanced production technologies on the number of «technicians» (including engineers) than on the number of «researchers». Based on the analysis of Russian and foreign practice and scientific research, the current directions of state support for the development of the industrial and technological potential of the regional innovation ecosystem are clarified and, using the example of the Ulyanovsk region, it is proved that the implementation of these directions contributes to the formation of its key elements.
